The effectiveness of police service is driven by the ability to recruit and retain top-quality talent. Community education, outreach and engagement allow for an ongoing customer feedback loop to ensure the department identifies and achieves customer service requirements. High-visibility, proactive policing strategies, quick response times, a highly trained and engaged workforce, best-practice approaches to policing, and strong leadership all combine to achieve this objective. As a result, community trust and support are strengthened. These efforts are reflected in the City’s low crime index.

Description

The City collects UCR Part I crime data (violent and property crimes). The City's crime index is determined using census data and the FBI uniform crime reporting data. This measure is reported on a quarterly basis and tracked on a weekly basis. The reported annual crime rate is based on the calendar year.

 

Analysis

The projected crime rate for Germantown in 2024 stands at 12.87 per 1,000 residents—an encouraging decline from 14.85 in 2023. This positive trajectory is reinforced by the FY25 Q3–Q4 combined crime rate projection of 12.63, which remains below the department’s target of 14. While official state comparisons are currently unavailable due to data delays (for all regional comparison cities), these internal projections indicate we are trending in the right direction.

Motor vehicle theft (MVT) has seen a notable 43% reduction year-to-date as compared to last year during the same time period. Shoplifting has also decreased by 10%. These reductions suggest that targeted patrol efforts, visible presence in retail zones, and investigative follow-up are contributing to deterrence and prevention. However, theft from motor vehicles (TFMV) has increased by 45%, highlighting the continued need to remain vigilant.

Clearance rates for Part One violent crime have improved substantially, rising from 63% to 82%. This 19-point gain is a reflection of successful investigative strategies, interagency collaboration, and improved resource allocation—particularly in staffing and specialized unit coordination. Concurrently, adult arrests have risen 12%, demonstrating an active enforcement posture and responsiveness to criminal activity across the board.

We will continue our commitment to highly visible, proactive enforcement, vigorous follow-up investigations and community engagement.

Caution Satisfaction with Police services

Description

Percent of respondents indicating somewhat satisfied/very satisfied with police services based on the City's annual community survey.

 

Analysis

The City continues to achieve a high score in satisfaction with residents for police services. In fiscal year 2024, police services achieved a 84% satisfaction score.  The department has set 90% as a level to institute a directed survey to a significant population of the City to determine opportunities for improvement.

On Target Satisfaction with safety while walking alone

Description

Percent of respondents indicating somewhat satisfied/very satisfied with "my level of safety when walking alone in my neighborhood at any time of the day or night" on the City's annual community survey.

 

Analysis

In the latest citizen survey, 88% of the respondents feel safe while walking alone at night. A score of less than 80% prompts the department to revisit directed and high visibility patrols.

On Target Satisfaction with safety in comparison to other cities

Description

Percent of respondents indicating somewhat satisfied/very satisfied with "safety of Germantown in comparison to other cities" based on the City's annual community survey.

 

Analysis

Germantown crime index remains one of the lowest in the region. According to the 2024 Community Survey, 96 percent of survey respondents feel that Germantown is safer than other cities.  If our citizen's satisfaction were to fall below 90% we would enhance our public information campaign through social media and community outreach. The effort would educate our citizens on the success rate of the department in relation to those agencies around us.
