Fire suppression and prevention activities result in low dollar loss in relation to affected properties, and low injuries and deaths from fire. This is achieved through fire code enforcement including review of development projects, inspection of new commercial buildings and annual maintenance inspections of all commercial occupancies. Fire prevention activities, featuring an aggressive public fire education program, reduce the risk of fires, injuries and deaths. Citizens are educated and take precautions to protect their families and property. Adequate fire fighter staffing, training, equipment, apparatus and strategic station locations help to control fire loss.

On Target Ratio of total estimated value of fire loss to total appraised value of residential property

Description

Residential fire dollar loss per $1 Million appraised residential property value. This is found by dividing the total residential fire loss by the total appraised residential value in $M. This basically shows the level of fire loss in our residential community.

 

Analysis

We met the target for 2020.  However, this measure can fluctuate greatly due to 1 or 2 major fires.  Fortunately, we did not have as many large fires that had become well involved before they were noticed as we have had in the recent past.  In 2019, we also updated the City Residential Sprinkler requirements to require them for new homes over 5,500 square feet or zero lot line homes built closer than 20' apart.  Hopefully, that will help reduce fire risk in the future.  We have also been aggressive with the TN Get Alarmed program in which we provide free smoke detectors to residents.  Many of these smoke detectors are provided through donation from the 100 Club of Memphis, FEMA AFG Grant, or through State Fire Marshal's Office.

Description

Commercial fire dollar loss per $1 Million appraised commercial property value. Commercial includes multifamily complexes.  This is found by dividing the total commercial fire loss by the total appraised commercial value in $M. This basically shows the level of fire loss in our business community. This is important as fire loss hurts our businesses as well as City revenue stream.

 

Analysis

A few fires in multi-family complexes made up approximately 30% of the fire loss.  Some of these were in older complexes. We had one large fire in an assisted living facility that accounted for more than 70% of the total loss for the year. 

 

Impact

The City has a moderate impact on this measure.
