The objective is to reduce the dependency of taxpayer dollars from the General Fund to support Special Revenue Funds including Recreation, State Street Aid, Drug Asset Forfeiture, Federal Asset Forfeiture, Pickering, Ambulance and Farm Park.

 

Fiscal year 2026 reflects a 47.54% transfer from the General Fund to the Special Revenue Funds to help support operations. This means that for the total revenues received for the activities, 47.54% came from the General Fund. Compared to FY25, there was a slight decrease in transfer to Special Revenue Funds. The transfers for fiscal year 2026 is slightly lower due to increase in operational revenue collection in the Farm Park, Recreation and Pickering Center Funds. At this time, the Special Revenue Funds that are receiving transfer funds from the General Fund are State Street Aid, Ambulance, Public Art, and Farm Park.

In Fiscal Year 2026, the City maintained zero General Fund transfers to Enterprise Funds for the second consecutive year, successfully hitting its performance target. By eliminating these transfers, more General Fund resources remain directly available to fund core community priorities, including police and fire equipment, park enhancements, school investments, and essential municipal operations. (Note: Per state law, the Utility Fund is prohibited from receiving General Fund transfers and is excluded from this metric.)
